The “Guide to local elected officials” tours through the Republic of Moldova
For six weeks, more than half of the 12 thousand local elected officials were trained in the area of local public administration within the capacity building workshops for local governments in the context of the decentralization reform. The trainings are conducted throughout the country, local elected officials being trained in their communities by a group of trainers previously trained to conduct these sessions.

The International Conference “Decentralization and Local Autonomy Development: Successful European Models for the Republic of Moldova” is held in Chisinau
The representatives of central and local government, experts in local public administration from Latvia, Poland, Czech Republic, Slovakia, Hungary, Romania and Moldova met in Chisinau, on December 12-14, 2011, to discuss the opportunities for decentralization in Moldova, the experience and successful practices of the European Union Member States, to identify solutions and best models for the implementation of the decentralization reform in Moldova, and to develop policy recommendations.

The training workshops for local elected officials in the local government area started today
By the end of this year, over 12 thousand of local elected officials will be trained in the area of local government. The training workshops started today in Căuşeni and will be conducted gradually across the country. Through these activities the State Chancellery with the UNDP and UN Women assistance and with the financial support of the Swedish Government, in the framework of the Joint Integrated Local Development Programme, aims to strengthen the capacities of the local government in the context of decentralization process.

Moldovan Delegation attended the Council of Europe Conference of Ministers Responsible for Local and Regional Government
On November 3-4, 2011, the 17th session of the Council of Europe Conference of Ministers Responsible for Local and Regional Government was held in Kyiv, being also attended by the Republic of Moldova. Our delegation was made up of Veaceslav Guţuţui, Deputy Minister of Regional Development and Constructions, Eugen Furculiţă, Adviser to the Secretary General of the Government, Victoria Cujba, Deputy Head of the Department for decentralization policies within the State Chancellery, Valeria Ieşeanu, Programme Analyst at UNDP Moldova.

The State Chancellery launched stamps and envelopes on the occasion of the ELDW
On Thursday, October 13, the State Chancellery launched new stamps and envelopes of international circulation on the occasion of the European Local Democracy Week (ELDW). The event took place within the National Conference on the topic „The role of local government in ensuring Human Rights and Gender Equality at the local level”.

“The surveys show that local public authorities enjoy the highest confidence among people with regard to the protection of human rights. The adoption of the National Decentralization Strategy will contribute more to increasing the role of local government in the life of our country, and accordingly, will contribute to increasing the welfare of citizens. Democracy is fulfilled by citizens and for citizens and the modernization of the local self-government system will help to establish a new stage in strengthening local democracy”, Anatol Onceanu, the Deputy Secretary General of the Government, said at the opening of the National Conference on “The role of Local Government in ensuring Human Rights and Gender Equality at local level”, held today in Chisinau.

“Human rights and gender equality at local level”- the theme of European Local Democracy Week 2011
From 10 to the 16 October 2011, towns and villages of Moldova, along with other towns across Europe, are invited to join the European Local Democracy Week (ELDW) - an annual event held under the aegis of the Congress of Local and Regional Authorities (CLRA) of the Council of Europe aimed to highlight the human rights as a fundamental component of local democracy and to nurture a culture of respect for human rights throughout all local communities in Europe.

Decentralization process will be monitored and assessed
Experts will assess the statistics available at national and local level, which can be used to monitor the development and results achieved in the decentralization process in Moldova, within an activity initiated by the Joint Integrated Local Development Program and implemented by the Strengthening the National Statistical System Joint UN Project.

Regional development and constructions in the context of decentralization
The Working group for sectoral decentralization created under the Ministry of Regional Development and Constructions (MDRC) gathered today in a first meeting to discuss the decentralization in regional development and constructions. The meeting was attended by the representatives of the State Chancellery, Ministry of Regional Development and Constructions, Ministry of Finance, local government of I and II levels, NGOs.
